By Laura Carr [email protected] Dear Lake Shannon Association Members: When the Bylaw Review Committee started in 2021, I promised to keep you informed of our progress. Here is the latest: After nearly 15 months working on potential changes to the Lake Shannon bylaws, I was very disappointed to find that only one bylaw change was approved at the meeting on June 20, 2022: Article VIII Section 2.1 - Protect interest of neighborhood by requiring that landscaping activities not impact the flow of water or sediment into the lake. Although I could not attend that meeting, I understand that there were some communication lapses between the Bylaw Committee and the Association Board. Apparently, there was a lack of version control and different versions of the bylaw proposals were distributed to the membership. As a result, confusion in the documentation caused mistrust. Voting on two of the proposed bylaw changes (1. Editing/Clean-up and 2. Article VIII Section 6) were postponed as a result. After discussion with the Board and the Committee, it was decided to get our “ducks in a row” and clarify exactly what changes were being proposed. We needed time to do this. At the meeting on July 14th, a motion passed to postpone the vote once again on these two proposals. Our next meeting is scheduled for October 5 th . I’ve included a spreadsheet here that contains ONLY the proposed language changes due to editing (clean up) for all Articles. Each time a new bylaw was added over the years, different terminology (resident vs. owner or Board of Directors vs. Board of Trustees, for example) was used. The proposed changes attempt to clean up these inconsistencies to make the document easier to read. These changes include: A. More concise language B. Consistent language within the document C. Consistent numbering format D. Updates due to current practice within the association E. Redundancy elimination There are no substantive changes or new language. I ask all of you to review these changes and vote to approve them. If these proposed changes are approved, all remaining bylaws will remain the same. A Word document with the original bylaws and new language in italics is attached so you can see what it will look like. Any additional bylaw changes can then be proposed by the membership or Board at a later date. I ask all of you to review these changes and vote to approve them on October 5th. A separate vote will also be taken on Oct. 5th for the proposed language in Article VIII Section 6 concerning the guidelines for storage and maintenance of personal property within the neighborhood.
